Open by default?

Question:How do we make best use of our science and research strengths?

Could we open up federally funded research more than we may do today? For example, publication could be in open-access (pay-to-publish rather than pay-to-read) publications, and underlying datasets could be posted online for deep-dives by other researchers. This could speed and ease collaboration and public access to the results of this research and make it easier for researchers to build on previous work. Maybe we could go as far as changing the approach to patenting the results of publicly funded research to default to free use by all rather than insisting on commercial partnerships which allow for short-term cost recovery at the expense of locking up the results of this work?
